(2023.10.01)  A delegation of 55 local councilors led by Christine Chiong of Naga City, Philippines, visited Taipei City in September 2017 for a city observation and sightseeing trip. The trip included a visit to the Beitou Incineration Plant, arranged by Lin Chin-chang, former Taipei City Councilor and chairman of the Taiwan Councilors Forum. On the day of the visit, director of Beitou Incineration Plant Ms. Chiu and senior engineer Mr. Gu received the reception. In his 25 years as a Taipei City Councilor, Mr. Lin Chin-chang shared his personal experience in waste treatment. Three of them provided the detail explanation to all distinguished guests in Chinese and English. It was believed that the learning trip gave Naga City councilors a deeper understanding of Taipei City's clean city appearance and resource recycling achievements.

Junjie Navales Cruz, the city councilor of Naga City who was in charge of liaison at that time, knew that we would participate in the Asian Councils Forum (ACF) in Cebu, and specially arranged to hold a welcome event and sign a Friendship and Cooperation Agreement on the afternoon of our arrival in Cebu on October 1.

The signing ceremony was scheduled to start at five o'clock in the afternoon. Led by Chairman Sunny-wei Wang and Honorary Chairman Lin Chin-chang, a total of 17 members of the TCF delegation participated in the signing ceremony.

Cebu Province is composed of nine cities, with Cebu City as the administrative center. Naga City is a small city with a population of about 130,000. 70% of the area is mountainous and there is also a beautiful coast. We were flattered by the warm welcome from the Naga City Government. The City Government sent two middle school teachers to pick us up at the Bai Hotel where we were staying. In the pouring rain, policemen riding heavy vehicles cleared the road for us and escorted us all the way to the Naga City Hall.

That afternoon, under the leadership of Mayor Chiong, everyone sang the Philippine national anthem, followed by the Naga city anthem. The signing ceremony officially began after Naga's promotional video was played. Regarding the signing of the Friendly and Cooperation Agreement between the two parties, we initially had reservations about such an arrangement. However, our review of the content showed that it was a friendly agreement which promoted the relationship between the two parties and did not contain any conflicts of interest, so we decided to sign it.

In Naga City, we can feel the enthusiasm and commitment of the entire city government team to the development of our city. We also joked that the visit of the Taiwanese delegation had probably mobilized the manpower of the entire city government, and their attitude towards this signing was cautious and serious. We are deeply moved.

Although Naga City has a small population and a small amount of flat land, they have made great efforts in the areas of health care and education. They provide free medical consultations, serving an average of 80 people a day, and send teachers over the mountains and ridges to teach in the mountains. This time, more than ever, they are actively seeking opportunities to establish sister cities with counties and cities in Taiwan. Their love for their own city is touching!

Reports on visiting Naga City.
