This year, the 7th Asian Councils Forum (ACF) will be held in Cebu, Philippines in late September/early October.

 

The first ACF was held in Manila, Philippines in 2016. The second in Taipei, Taiwan in 2017. The third in Tokyo, Japan in 2018. The fourth in Taipei, Taiwan in 2019. 2020 ACF Conference was canceled due to the pandemic. The fifth was held in virtual form in Taipei, Taiwan in 2021. The sixth in Karak, Philippines in 2022.

 

We welcome you all to participate in the 2023 7th ACF in Philippines.



 

 

 

 

 

 


(2022.12.17)   In December 20, 2022, Taiwan Councilors Forum (TCF) participated in the 6th Asian Councils Forum (ACF) organized by Philippine Councilors League (PCL) .


The Taiwan delegation was led by TCF chairman Sunny-wei WANG (王威元), a councilor of New Taipei City, and TCF founder/honorary chairman Chin-chang LIN (林晉章), together with four other New Taipei City councilors, Chien-tang TSAI (蔡健棠), Hsien-hsiang, LIAO (廖先翔), Hsiang-Yi, TAI (戴湘儀) and Chia-kai, LU (呂家愷), as well as Professor Li-kanz, CHEN (陳立剛, Department of Political Science, Soochow University) and Professor Chiu-cheng, CHEN (陳秋政, Department of Public Management and Policy, Tunghai University). One of the countries of ACF founder, Japanese Local Councilors Alliance (JLCA), attended the event with several Japanese private sector sponsors and five junior representatives who had outstanding performance at the “First Japan-ASEAN-Taiwan Next Generation Exchange Forum” and gained the opportunity to speak at the ACF event.


At the conference, TCF chairman Wang made remarks at the opening ceremony and two professors presented their researches as well.


The Philippine Councilors League (PCL) raised its hands at the Chief Delegates Meeting, and agreed to hold the 7th ACF in Cebu City, Philippines, toward the end of September and early October 2023, under the direction of the Philippine Councilors League (PCL). In 2023, we look forward to an exciting conference agenda and activities.



 


(2022.01.03) The 5th Asian Councils Forum (ACF) and the 2021 Global Councils Forum (GCF) were successfully held on December 10, 2021 by Taiwan Councilors Forum (TCF).


The theme topic for the 2021 ACF conference was 'The Issues and Strategies of the Epidemic Prevention Measures During/After an Epidemic.' Dr. CHEN Shih-chung (陳時中), the head of the Central Epidemic Command Center (CECC) and incumbent Minister of Health and Welfare, presented a prerecorded video at the Opening Ceremony. Dr. CHIOU Shu-ti (邱淑媞), the former Director-General of Health Promotion Administration, Ministry of Health and Welfare, Taiwan 2009-2016, as the keynote speaker, gave an in-depth and very clear presentation on the theme. Foreign delegates at the International Forum shared strategies for epidemic prevention, actions, and allocation of public resources with online viewers. These strategies will hopefully help in the prevention of epidemics in the future.

(2020.10.14) We got the prize for the outstanding contributions from the Ministry of Foreigh Affairs (MOFA) of the R.O.C.


The NGO International Affairs Association of the Ministry of Foreign Affairs specially organizes the '109 NGO International Affairs Association of the Ministry of Foreign Affairs to commend civil organizations for outstanding contributions' in order to commend our country's civil organizations for their outstanding contributions to international exchanges and activities.

 

The TCF has signed up to participate in the public policy project and submitted an application and the specific deeds of participating in international exchanges and activities (click the link). After the application was selected by the Ministry of Foreign Affairs, the TCF has been notified by the NGO International Affairs Association to be selected as “contributing to outstanding non-governmental organizations” and was invited to participate in the '20th Anniversary Party of the Ministry of Foreign Affairs NGO International Affairs Conference' on October 14.


The Ministry of Foreign Affairs will recognize the TCF’s long-term active participation in international exchange activities and assistance in the expansion and improvement of Taiwan’s diplomatic space. The TCF's Chairman Wang Wei-Yuan and Honorary Chairman Lin Chin-Chang will attend the event to receive the award. With this outstanding achievement, the TCF would like to share this honor with the scholars, experts and local councilors who have participated in the activities of the Association during the last ten years.

Very heartfelt thanks to all who participated in the 4th Asian Councils Forum (ACF) and Global Councils Forum (GCF) Conference 'Open Era & Local Revitalization' !


We thank the speakers, chairs, commentators, young researchers and the foreign and domestic councilors who made such an informative and fruitful event possible!


The 4th 'Asian Councils Forum' (ACF) and 'Global Councils Forum' (GCF) were held in Taiwan on December 07, 2019 and once again proved to be a meeting point for local academics, researchers, foreign presidents, representatives and councilors from Taiwan, Japan (9), Philippines (39), Tuvalu (2), Pakistan (2), Palau (2), Thailand (13), Brazil (4), and Hong Kong (3).

 


During the conference the discussions were focused on the subject of 'Open Era & Local Revitalization,' and the keynote speech presented by Ms. Mei-ling Chen (陳美伶), the former Minister of the National Development Council, elaborated in depth the policy goals and strategies for solving the population crisis and balancing local development. ()

 

 

Following the keynote speech was the session of the International Forum, in which all foreign presidents and chief representatives shared their experiences of local revitalization in their respective countries with the guests through simultaneous translation into Chinese, English and Japanese. ()

(2019.10.07) On behalf of Taiwan Councilors Forum (TCF), we are pleased to invite you to Taipei, Taiwan, for the 4th Asian Councils Forum (ACF) held by TCF on December 6-8, 2019.


The forum’s goal is to stimulate exchanging experiences of local democracy promotion among participants in an effort to create an international network for local elites and foster outstanding political talents. Under the theme of “Open Era & Local Revitalization,” 2019 4th ACF Conference will be focused on the transparency of the government and innovative solutions to local issues.

(2018.08.21) The 3rd Asian Councils Forum (ACF) has been successfully held on August 19-21, 2018 in Tokyo, Japan.


The Conference brought together a total of 150 participants from five countries in Asia including Japan, Taiwan, the Philippines, and Hong Kong, as well as local Japanese councilors.

 

In view of the fact that Asian countries are more vulnerable to natural disasters, like tropical storms, floods, earthquakes, and landslides, the hosting organization focused on the issues of disaster countermeasures and post-disaster revitalizing strategies as the main discussion subject of this year.


Under the topic theme-Living Together in Asia, there are two-panel discussions, namely:


1. Regional Revitalization Strategies

This Forum shed insight on successful collaboration efforts by countries and regions for increasing innovation and identified the challenges, as well as the roles and responsibilities of the political, administrative, and industrial sectors that were necessary for achieving effective cooperation.


2. Disaster Countermeasures

Japan Administrative officers, professionals and experts analyzed and discussed various aspects of prevention and reduction of damage in the case of natural disasters with participants.

(2018.06.21)  Lin Chin-chang, President of the Taiwan Local Councils Representatives Community Forum (TCF) was invited by the PCL National Chairperson Danilo Dayanghirang and National President Luis “Chavit” Singson to attend 2018 PCL 2nd Quarterly National Executive Officers-National Board Meeting and 5th Series of Continuing Local Legislative Education Program (CLLE) held on June 21, 2018, in Iloilo City, in the south of Panay Island, Western Visay, Philippines, and made a speech on the topic: The Development of Global Local Legislative Alliances.

(2018.06.14)  Accompanying by Kaohsiung City Councilor Kao Minlin (高閔琳), Lin Chin-chang, President of the Taiwan Local Councils Representatives Community Forum (TCF), met with Kaohsiung City Council Speaker Kang Yucheng (康裕成) on June 14, 2018. President Lin presented an invitation to Speaker Kang, inviting Speaker Madam Kang and all members of Kaohsiung City Council to participate in the 3rd Asian Councils Forum (ACF) held in Tokyo, Japan in August this year. In return, Speaker Kang also invited the President Lin of the TCF to attend the Fourth Summit on Taiwan-Japan Exchanges on July 7, 2018, in Kaohsiung City.  

 

 


(2017.09.25)  The former city mayor of Naga, Philippines, Valdemar Chiong, led 43 Naga Councilors visiting Beitou Refuse Incineration Plant, Department of Environmental Protection, Taipei City Government, on September 25, 2017. 

Director Madam Chiu and senior engineer Mr. Ku warmly welcomed the visitors with a professional and marvelous presentation in connection with the system operation of the Beitou Beitou Refuse Incineration Plant.
